Governance Built Into the Protocol

Most blockchains handle upgrades the old-fashioned way: developers write the code, node operators install it, and everyone hopes coordination goes smoothly. Competing versions of the chain, commonly known as hard forks, are a real risk when that process breaks down.

The Internet Computer (@dfinity) takes a different approach. The Network Nervous System (NNS) is a fully autonomous, onchain governance organisation built directly into the Internet Computer protocol. It is a decentralised autonomous organisation hosted fully onchain and is responsible for making protocol-level upgrades to the network.

Proposals can update the version of the replica software run by node machines, something that traditional blockchains must do through slow, messy hard fork processes that create security risks. Because the NNS runs within the Internet Computer's protocols, it is able to make changes without interrupting the network's operation or breaking security.

How Neurons, Voting Power, and Rewards Work

Holders of the Internet Computer's $ICP utility tokens can lock their tokens into neurons to participate in governance and contribute to decision-making. These neurons must be locked for a specific time between six months and eight years to be eligible for voting and earning voting rewards.

Voting power is not simply a matter of how many tokens a holder locks up. The voting power of a locked neuron is determined by its stake (1 ICP equals one vote), its dissolve delay (six months grants a 1.06x bonus and eight years grants 2x, with all other durations scaling linearly), and its age (four years grants a 1.25x bonus, multiplicative with other bonuses). The maximum voting power of 2.5 votes per ICP staked is only achievable by locking a neuron for eight years and leaving it in that locked state for four years.

Neuron holders do not need to track every proposal manually. The NNS implements liquid democracy: voting neurons created by staking ICP can be configured to vote automatically by following other neurons, allowing the network to cascade to decisions. Holders retain full ownership of their $ICP throughout this process.

Participation carries a financial incentive. Voting rewards are distributed among participants who have locked ICP in neurons and are voting either manually or by following other neurons that vote, with rewards distributed daily as maturity, which is unrealised ICP that can be either staked or spawned.

The scope of what token holders can vote on is broad. The NNS can perform tasks such as upgrading node machines to update the protocol or apply security fixes, tweaking economic parameters, or forming new subnet blockchains to increase network capacity. Once approved by ICP token holders, these changes are automatically deployed by the NNS, seamlessly upgrading the network.

The result is a governance model where committed participation, not passive token holding, determines influence. Simply holding $ICP is not enough. Users must lock tokens into a neuron, choose their voting preferences, and engage with the system to earn both influence and rewards. In that sense, the NNS is not just a governance layer sitting on top of the Internet Computer. It is part of the network's operating machinery.
